Before an item can be drop-shipped, you have to say which supplier can do it.
That is the important part: drop shipping is a property of the supplier and product together, not of the product on its own. The same item can be drop-shipped by one supplier and stocked normally from another.
Mark a supplier as drop-shipping an item
In the top menu, click Inventory.
Click the item.
Click the Pricing & Vendors tab.
Click + Add vendor, or click an existing supplier to edit them.
Tick Drop shipping under Options.
Click Add vendor.
Read the checkbox labels carefully
There are two checkboxes side by side under Options, and neither has a label of its own — only the text beside it:

They do completely different things. Read the words rather than going by position.
Set the price they charge
The price on the association is what appears on the purchase order when you link a drop-ship line to this supplier. Get it right here and you never have to type it on an order.
How to know it worked
The supplier appears in the Pricing & Vendors grid with Drop Shippable ticked. The item can now be added to a sales order as a drop-ship line.
Note the grid column says Drop Shippable while the panel says Drop shipping — same thing.
